PART I The Arc of the Session

This session took the first minuted MVP night — the 2026-07-08 handover, where Landis passed the binder to Cinco — and turned a full readiness worksheet of decisions into a working body of systems, documents, and table-ready material, then course-corrected several times as the work was reviewed. What follows is what happened, in order, with the why attached, so the process itself is part of the archive.

PART II The Files, in Order
01 — Council Minutes, 2026-07-08. The formal record of the handover session, produced first because Un now runs the narrow table and the minutes are a core game artifact, not housekeeping. Establishes the house Minutes format.
02 — Checklist Decisions, 2026-07-09. The clean archival record of every ruling made against the readiness worksheet, tier by tier (T0–T7). The “for posterity” file, formatted for the website annex.
03 — Unified Review, 2026-07-09. The working companion to 02 — locked the eight Tier-0 canon rulings and surfaced follow-up questions from applying those rulings to existing paper.
04 — Minutes Pipeline & Template. The repeatable audio → transcription → Minutes flow and house template. Later gained a preamble naming the Ledgerman as the pipeline's in-fiction keeper.
05 — Annex: Live Cards. Regenerated Ledger (table copy + sealed keeper Annex B). Key correction logged here: watch pips advance only on worked cards, never planned ones.
06 — NPC Compendium & Roster. One-liners in letterhead voice, the full roster, and the token system replacing an older NPC-handling method.
07 — The Ledgerman. A single-watch Divine Work, a non-voting seat, and a new append-only Rule of Council. The in-fiction embodiment of the record and the recording pipeline.
08 — Governance Package. Bylaws (first pass), an optional fasces module, full gate-team rules.
09 — SO Binder Additions. The Ledger of Peoples draft, a full Wraith section, and the Letters from Pegasus trigger + signed letter.
10–12 — Research-road packages. Card-specific research roads, each corrected to the earn/pay seal model (a seal opens on reward or spent effort, never on beat-arrival). Keeper-only; not part of this archive entry.
13 — Systems & Production Package. Seals↔Price & Grace reconcile, blank play aids, the redaction audit, the Ledger quantification system (the five-word Standing dial, pinned-asset Power, three research tiers, the no-dice guarantee), and the domain deploy brief.
14 — Ledger of Peoples. Every people and their standing, split by whether they stand toward the Council, Atlantis, or a named member.
15 — Atlantis Inventory. Standing stores + an on-the-fly supply-reckoning table. Guns free, wars not.
16 — Ali's Introduction to Council. A lighter on-ramp for a returning player — D&D-vs-Council framing, “Un is a title,” how chaos gains political weight here.
17–21 — Keeper's session materials & the response list. The conservative run-sheet, the Keeper's Copy of the live cards, in-fiction correspondence, and the running list of everything awaiting a ruling. Keeper-only; not part of this archive entry.
PART III Notes on Process
ON CONTENT VS. STYLE
These documents were content-locked, style-unlocked — the prose was settled in session; the visual pass (the letterhead look, the type system) happens where each artifact is published, following the house print style guide.
ON THE PLAYER/KEEPER FIREWALL
Several documents cross-reference each other; several more are keeper-only entire and never enter a player-facing web path. The redaction audit governs which is which. When in doubt, keep it out.
